Director Construction Engineering Research Laboratory

Serves as the Director, US Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL), which is one of seven laboratories in this Center. As an ERDC corporate officer and member of the ERDC Board of Directors, the Director ERDC- CERL is responsible for the efficient and effective accomplishment of the overall ERDC mission, as well as the specific mission of Construction Engineering Research Laboratory. This includes management of the basic and applied research, development, and engineering programs related to the building and construction sciences and environmental quality sciences applicable to the acquisition, modernization, operation, maintenance, repair and refurbishment of the Army's physical plant including its training areas. Promotes, sustains and executes research in:
(a) technologies for affordability for the Army's conventional facilities and for environmental stewardship in its base operations to include explosive manufacture and ground support systems; and (b) for Army and DOD-funded technology transfer programs to include the establishment and operation of prototypical product strategic support centers until a capability is established in an operational element in the Army, DOD or civilian sector. Research activities directed involve, but are not limited to, the fields of physics, chemistry, computer science, computer engineering, urban and regional planning, soil science, botany, biology, agronomy, mathematics, civil engineering, mechanical engineering, acoustics, electrical and electronic engineering, ceramics, metallurgy, architecture, architectural engineering, information sciences, cultural resources, natural resources, and ecology. Support activities include the full spectrum of installation support and include both in-house assets and support from academia, industry, and professional organizations. The Director ERDC-CERL serves under the general direction of and receives broad strategic guidance from the ERDC Director and supervises the efforts of approximately 220 Federal employees and oversees the actions of approximately 80 contract personnel in carrying out mission requirements with an annual operating budget of approximately $80M. (1) Mandatory Executive Core Qualification (MANDATORY SUBMISSION) (ECQ) All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. Use the Challenge-Context-Action-Result (CCAR) Model to describe your accomplishments. You must address each ECQ separately. You are required to respond to all ECQs. Failure to do so, will result in an 'ineligible' rating. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your actions. (2) MANDATORY TECHNICAL QUALIFICATION(S) (TQ):
(MANDATORY SUBMISSION) A supplemental statement must be submitted separately addressing each TQ. Your TQ must provide specific examples that address relevant experience and accomplishments. Total TQ write-up should not exceed 2 pages per TQ using 12pt, Arial or Times New Roman with 1 inch margins. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following:
TQ - Must provide the demonstrated ability to formulate and direct policy that applies to a broad program of research, development, test, evaluation, and special technical support in building and construction and environmental quality sciences and related disciplines across a large, multi-disciplinary organization.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
